Abstract
Child labor is a social problem that has become an issue and global agenda of the nations of the world, including in Indonesia. Since the ratification of the Convention on the Rights of the Child through Presidential Decree No. 36 of 1990, the government is expected to develop a national program for children. In collaboration with the International Labor Organization (ILO) Indonesia was selected to take part in the International Child Labor Abolition Program (IPEC). Currently ILO-IPEC provides support to Indonesia in implementing the National Action Plan for the Elimination of the Worst Forms of Child Labor. However, in reality many child workers are still found. The purpose of this study is to analyze legal protection, problems and government efforts to prevent child exploitation. This research was analyzed juridically, legal sources were obtained from literature studies that were examined qualitatively. The results of this study indicate that the implementation of child labor protection policies has been carried out by ratifying various conventions concerning on child labour, the government has also carried out various programs to eliminate child labor but there are several factors that make child labor difficult to handle. In conclusion, in the implementation of policies surrounding child labor the government has ratified many conventions to provide legal certainty regarding child labor. However family factors, education and culture are the causes of government efforts, even though there have been various programs to address child labor. So the authors suggest that people need to be given an understanding of children's rights and legal protection against them and other supporting programs needed, to realize Indonesia's vision of child labor free in 2022.
