Abstract

This research aims to design a Cloud Radio Access Network (C-RAN) Fair Network model based on Demand Response and Heterogeneous Incentives using a linear utility function and optimizing the problem of consumers using bandwidth using three financing schemes, namely: flat-fee, usage based and two-part tariff. Then perform a sensitivity analysis to identify parameter changes that can generate profits. This research was completed with a Nonlinear Programming (NLP) problem by knowing the initial bandwidth consumption and the total bandwidth consumption which was divided into four cases with each case having different parameters and variables based on the three financing schemes explained previously and solved using LINGO software.13 . In this research, the data used is traffic data, which consists of incoming data (inbound) and outgoing data (outbound) obtained from one of the local servers in the city of Palembang. The data is then divided into 2 sessions, namely data during peak hours starting from 07.00-18.59 WIB and data during non-peak hours starting from 19.00-06.59 WIB. Based on traffic data, the results obtained per month demand during peak hours are 2,125,806.67 bits, 265,725.83 bytes per second (bps) or 259.4978841 kilobytes per second (kbps) while monthly demand during non-peak hours is 146,956, 67 bits, 18,369.58 bytes per second (bps) or 17.93904623 kilobytes per second (kbps). From the demand results, four optimal solution models were obtained, each model having 4 cases and one of the cases using three financing schemes. From the ABC model for the four cases, local optimum solution results were obtained, while in model D cases 1 and 2 with flat fee, usage based, and two part tariff, local optimum solution results were obtained, but in model D cases 3 and 4 with flat fees, usage based, and two part tariff results are local infeasible.
