Abstract

E-Warong KUBE is a public service program from the Ministry of Social Affairs to channel social assistance in the form of cash assistance to non-cash assistance. To realize the intended aid distribution, a business development assistance policy was established through the Joint Business Group Electronic e-Warong (e-Warong KUBE). This innovation is in the form of empowering beneficiary communities to manage social assistance in the form of food assistance from the government in the form of e-Warong KUBE to make government programs successful in eradicating poverty. E-Warong was inaugurated in mid-2016 and until 2017 86 e-Warong have been built in each sub-district of Palembang. The e-Warong application aims to optimize the distribution of BPNT program assistance to be more effective and efficient. In managing e-Warong, there are supporting stakeholders such as Bank Himbara, Bulog / Cooperative, KMIS, Kube Jasa and Pendamping. In this study, using descriptive research methods using a qualitative approach. Qualitative research is more directed at the perspective of the subject to be studied using research and data collected and a more in-depth analysis of the management of e-Warong in the city of Palembang. This study will measure the extent of cooperation between stakeholders, using 3 effectiveness indicators from Duncan's theory cited by Steers, namely achievement of goals, integration and adaptation. The results of the analysis of the e-Warong program based on effectiveness indicators, namely the implementation of e-Warong in Seberang Ulu I Subdistrict, have been effective but there are still some obstacles.
