Abstract

This thesis is ent11led "Implementation of Natural Gas Network Policy in Prabumulih City". The research is motivated by the non-optimal operation and management of natural gas network because there is a huge gap between the number of natural gas network for households in Prabumulih City with the number of the employees of PD. Petro Prabu us the implement or of this policy. This research aims to find out the implementation of Natural Gas Network Policy in Prabumulih city. This research uses the theory of the public policy implementation according to George C Edward all which covers four dimensions. namely communication, resource, is disposition and bureaucratic structure. The type of this research is descriptive qualitative. Data collection method is by interview, documentation and observation Based on the results of this research indicate that the communication, resource, disposition and bureaucratic structure have not gone well. In the dimension of communication, the process of the communication transmissions, communication clarity and communication consistency have not gone well. In The dimension of resource there is a gap between the number of human resources with the number of managed natural gas network and the information has not been managed properly. In the dimension of disposition, the staff placement has been done well, but there is no incentive given to the employees of PD. Petro Prabu In the dimension of bureaucratic structure, the division of duties and authority has been done well, but the standard operating procedure has not been done well. This research gives recommendations that the implementation Natural Gas Network in Prabumulih city can run well, in necessary to use internet technology to massively deliver the communication to the public. In addition it is necessary to add the number of the employees in the process of the implementation of this policy and it is necessary to provide incentives to the employees who have worked well and it is also necessary to restructure the bureaucratic structure in the process of the implementation of this policy.
