Abstract
This study aims to explain the role of the Organization of Petroleum Exporting Countries (OPEC) in addressing the oil issues in Nigeria from 2019 to 2022. The oil problems in Nigeria during the COVID-19 pandemic, which began in early 2020, necessitated OPEC's intervention as an organization responsible for tackling oil-related issues, particularly in its member countries. This research uses the concepts of Intergovernmental Organizations (IGO) and the Role of IGO as its theoretical foundation. The research method employed is a qualitative-descriptive approach, where the author describes the phenomena by narrating the situations and conditions that occurred and then confirming them with theories gathered from various existing sources. The results show that OPEC has fulfilled its role according to the three significant roles of international organizations: as an instrument, where OPEC acts as a conduit for Nigeria's national interests and carries out necessary operational activities to address oil issues amid the ongoing COVID-19 pandemic; as an arena, where OPEC serves as a platform for member countries to convene and collaborate, creating a forum for discussing and reviewing the crisis; and as an actor, where OPEC manages funding and financial resources and sets behavioral standards for countries to confront the crisis.
