Abstract

Health insurance participants have an obligation to pay contributions. It is important to make regular contribution payments, especially for non-recipient beneficiaries, for the sustainability of the National Health Insurance program. This study aims to analyze the relationship between demographic and socioeconomic factors with compliance to pay contributions in Indonesia. This research was conducted using a quantitative method with a cross sectional method, using BPJS Health sample data in 2022, with a sample size of 1,243,973 respondents. Data analysis used spatial analysis and simple logistic regression test on bivariate analysis. The results showed that the frequency of respondents who complied with paying contributions for non-recipients of Contribution Assistance in Indonesia was (66.8%). With the results of spatial analysis showing that the proportion of compliance with paying contributions by non-PBI participants is lowest in the Maluku Islands region and highest in the Java region. The results of bivariate analysis showed that there were variables that were significantly associated with compliance with paying contributions by non-PBI participants in Indonesia, including age, marital status, regional location, region, type of health facility, and class of care (p-value <0.05). There is a variable that does not have a significant relationship, namely the gender variable (p-value 0.1284). Of the three segmentation groups, the Wage Recipient group is the most compliant group, while the Non-Wage Recipient group is the group with the lowest compliance. BPJS Kesehatan is expected to optimize telecollecting innovation, which is an effort to collect the dues of PBPU participants who are in arrears not only by telephone but also through routine automatic messages sent per month.
