Abstract

Backgrounds: Health care facilities of Public Health Center need to be supported by proper nurse needs planning, because nurse is one of the core personnel who directly interacts with patients. Patient visits in the Merdeka Public Health Center in 2017 were high and the majority of patient visits were in the General Polyclinic and Children Polyclinic. The purpose of this study is to obtain the nurses‟ optimal needs based on real workload with the WISN method. Methods: This research is an observational descriptive study. The data analysis used was the WISN method. Research Samples were 6 nurses at the General Polyclinic and Polyclinic of Merdeka Public Health Center in 2018. The type of data used consisted of primary data and secondary data. The primary data collection technique was carried out by direct observation, while secondary data was obtained from the agenda report and staff of Merdeka Public Health Center. Data is presented in the form of tables and narration to interpret the data Result: Research results show that available working days are 271 and 269 days/year with available working time is 97,560 and 96,840 minutes/year. The work unit examined by the General Polyclinic and Child Polyclinic with the nurse HR category. The main activities are divided into three, namely direct productive activities, indirect productive activities and non-productive activities/concessions. Nurses' needs in General and Child Polyclini are 2,921 HR and 1,345 HR. Conclusion: It was concluded that the nurses' workload which included direct productive activities, indirect productive activities and non-productive activities conducted by nurses with the number of nurses available currently experienced excess nurses in the General Polyclinic while in Children Polyclinic was ideal. The suggestion of this research is that Merdeka Public Health Center has better records and reports information system so that it can obtain correct and accurate data as a base or guide in data needs.
