Abstract

This study aims to find out the planning of the Regional Development Planning Agency (Bappeda) in the Development of Domestic Wastewater Sanitation in Ogan Ilir. Wastewater treatment sanitation problems, such as low access to proper sanitation facilities, such as latrines, and adequate waste disposal systems, increase the risk of infectious diseases and environmental pollution. With limited resources, lack of coordination, and low community participation in the planning and implementation of sanitation programs. It is a crucial role for the Regional Development Planning Agency (Bappeda) in collecting data, developing strategic plans, and coordinating the implementation of wastewater sanitation programs to ensure a sustainable improvement in the quality of life and environment in the area. This study was analyzed using the theory of effectiveness according to Duncan through three indicators: Goal Achievement, Integration and Adaptation. The method used in this study is qualitative. The results of the study show that Bappeda of Ogan Ilir Regency is Effective, but not optimal because it is still constrained by the indicator of achieving goals in the sub-indicator of legal basis, requiring a legal basis for levy rates for fecal suction services and wastewater treatment installation connections. And in the Adaptation Indicator on the sub-indicator of improving capabilities and infrastructure. This study recommends three things, namely (1) further development in the aspect of levy regulation that supports long-term service efficiency. (2) The importance of continuous training for Bappeda and related OPD staff in using information technology (3) Providing better facilities and infrastructure to support work effectiveness.
