Abstract

This research examines the diplomacy of protecting Indonesian citizens by describing and elaborating on diplomacy efforts made by the Indonesian National Police against the Philippine National Police in handling TPPO cases, a case study of Clark Sun Valley Hub Corporation in the Philippines. This research is based on the rise of TPPO cases which are transnational organized crimes. Indonesian National Police as a state tool in maintaining order and security of Indonesian citizens is at the forefront of protecting Indonesian citizens in one of the largest TPPO cases in 2023 which occurred in Clark Sun Valley Hub Corporation, Philippines. The protection of Indonesian citizens is carried out as a form of implementation of Nawacita from Jokowi's program Data collection was carried out by interviewing Kasubbagjatum Bagjatinter Divhubinter Polri and literature study with qualitative descriptive method. Data collection is carried out to prove data triangulation. In accordance with the concept of citizen protection diplomacy proposed by Craig Forcese, there are three conditions that must be met in implementing citizen protection diplomacy. It was found that Indonesian National Police conducted advocacy, coordination, and joint operations together with the Philippine National Police and Philippine authorities in protecting Indonesian citizens after undergoing applicable laws in the Philippines. Then Indonesian citizens will undergo passport data verification as a form of proof of their citizenship with a total of 246 Indonesian victims of TPPO. The Philippine Department of Justice asked 14 Indonesians to be witnesses in the trial, while the rest will undergo immigration proceedings accompanied by the Philippine Bureau of Immigration. In addition, protection diplomacy is carried out for international wrongdoing. The form of international error is in the form of labor fraud against TPPO victims.
