Abstract

The strength of a country lies in its military capabilities and defense systems, which can be achieved, among other ways, through international cooperation. Indonesia has established defense cooperation with France, which is known for its advanced air defense capabilities and can assist in enhancing Indonesia air defense and security capabilities. The vast territory of Indonesia and the many islands make air routes a suitable choice, and frequent airspace boundary violations by neighboring countries in Southeast Asia and beyond pose a threat to Indonesia sovereignty. Indonesia shares direct borders with 10 countries in the region where tensions and conflicts could arise in the future. Additionally, there are several Southeast Asian countries with capable and advanced air forces and defense systems, such as Australia, Singapore, and Malaysia, which could pose potential threats, thus necessitating the enhancement of Indonesia air defense and security capabilities. This study aims to explain Indonesia strategy in improving its air defense and security through defense cooperation with France using the Defense Diplomacy concept by Cottey and Forster. According to Idil Syawfi, the success of Defense Diplomacy strategies is a collaboration of diplomacy, defense, and development components. The research method used is qualitative. The findings indicate that Indonesia engages in defense diplomacy with France using strategies such as Defense Diplomacy for Confidence-Building Measures, Defense Diplomacy for Defense Capabilities, and Defense Diplomacy for Defense Industry to enhance Indonesia air defense and security.
