Abstract

The SPCJ (Service de Protection de la communauté Juive) is an organization that provides protection services for the French Jewish community. It was established and sponsored by CRIF (Conseil représentatif des institutions juives de France), the Representative Council of French Jewish Institutions, in 1980. Reports show a significant increase in cases of antisemitism in France in 2018, with a 74% rise compared to the previous year. This trend continued into 2019. In response, the SPCJ, acting as a non-governmental organization (NGO), implemented various measures to address these incidents. This research aims to analyze the role of the SPCJ as an NGO in combating antisemitism in France between 2018 and 2019. The study will focus on the NGO's responsibilities, such as advocacy and lobbying, public education and awareness raising, agenda setting, monitoring other transnational actors, and agenda setting in the global decision-making arena. This research is descriptive qualitative research which contains a specific description of a particular phenomenon. The unit of analysis in the research is the SPCJ organization. The type and source of data used use secondary data obtained from books, scientific journals, media sites, and news. Meanwhile, the data collection technique used is document-based research from print media and the internet. The research findings indicate that the SPCJ collaborates extensively with other organizations, including the French Ministry of the Interior through the "Victims Unit" and the French police at the local level. At the international level, the SPCJ engages with organizations such as the UN, ODIHR, ENNHRI, and EJC. One of the organization's key activities is the regular publication of reports on antisemitic incidents in France, accompanied by policy recommendations for the government and appeals to the broader community to address the situation.
