Abstract

After the Cold War, the international community believed that international stability was better maintained. This condition was caused by the emergence of various agreements that focused on limiting the development of weapons and preventing an arms race. One of the security agreements that was formed at that time was the non-proliferation agreement between the US and Russia (Soviet Union), namely the Intermediate Range Nuclear Forces Treaty (INF Treaty), the purpose of this agreement was to limit one particular country in the field of nuclear-powered military weapons. This research aims to see how a country behaves towards an international agreement, especially agreements in the security sector. The theory used to explain this is the theory of compliance and non-compliance, which plays an important role in explaining international issues, especially those related to international organizations. This theory was explained by Ronald B. Mitchell to see how to behave in international organizations in terms of the level of compliance. The dimensions used to see the level of compliance of a country are the dimensions of output, outcome, impact. This research will be carried out using a qualitative research approach with descriptive research type. INFT significantly reduces Russia's military capacity and directly affects security conditions in the European Region. The INFT agreement greatly limits the development of weapons for party countries. When viewed from the perspective of Russia, which is superior in conventional military power, the existence of the INFT clearly weakens Russia's position. Therefore, Russia carried out non-compliance actions against INFT which led to this agreement. Keywords: Compliance, Non Compliance, INFT, International Agreement, Russia
