Abstract
The increasing accessibility and growing role and influence of non-state actors in international relations have made Paradiplomacy, which refers to the behavior and capability of sub-national institutions or local governments to establish external relations with foreign parties become a very powerful phenomenon. This provides opportunities for regions to encourage and promote investment, trade, and various other potential collaborations with parties outside their territories. Paradiplomacy supports local efforts to achieve regional participation in global interactions. One of the government institutions dealing with investment is the Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) of South Sumatra Province. Its main function is to assist the governor in formulating and establishing technical policies on investment sectors, regional potentials, and local investments. DPMPTSP become one of the regional institutions that engage in paradiplomacy efforts. This research aims to understand the strategies of the DPMPTSP of South Sumatra Province in attracting foreign investment through Paradiplomacy in Palembang. The data sources in this research use descriptive qualitative methods, namely through interviews and direct documentation with the DPMPTSP of South Sumatra Province. The results of this study indicate that the DPMPTSP of South Sumatra Province employs various strategies to attract foreign investment through Paradiplomacy in Palembang, including organizational, program, resource, and institutional strategies. Organizational strategies involve clarifying the duties and functions of each apparatus through organizational structure and prioritizing programs that attract investment. Program strategies include creating a friendly investment climate, improving infrastructure, conducting promotions in various cities/districts, holding investment exhibitions in several cities/provinces, introducing business opportunities to foreign investors, organizing INFRADA programs, and promoting investment through print and online media. Resource strategies involve training related to Paradiplomacy. Technical Guidance (Bimtek), and foreign investment socialization to the city of Palembang, as well as utilizing existing facilities and infrastructure. Finally, institutional strategies involve implementing web application programs called Online Single Submission (OSS), siCantik Cloud, and SRIKANDI, providing licensing, and promoting investment potentials.
