Abstract

Maritime Diplomacy is a policy framework and cooperative concept between nations aimed at supporting the establishment of security and stability in a country's maritime region, which is vulnerable to threats such as illegal fishing, marine pollution, and smuggling. The objective of this research is to explore how Cooperative Maritime Diplomacy can be an effort to handle illegal fishing cases that occur on the island of Indonesian. Specifically focusing on the phenomenon of illegal fishing in the Natuna Islands waters from 2020 to 2022. Using a qualitative descriptive analytical approach and supported by literature review techniques, this study delves into the prevalence of illegal fishing by Vietnam within Indonesian territory in the Natuna archipelago, relying on official and credible data. The reformulation of Maritime Diplomacy is examined through a cooperative Maritime Diplomacy approach, which includes indicators such as Humanitarian Assistance and Disaster Relief (HA/DR), Goodwill Visits, Training and Joint Exercises, and Joint Maritime Security Operations. These diplomatic efforts aim to tackle illegal fishing cases. Ultimately, this theoretical exploration leads to agreements and treaties between Indonesia and Vietnam, and their effectiveness is evaluated.
