Abstract

Citizenship by Investment Program is a scheme presented by the state to derive citizenship by investing in the destination country which aims to get citizenship in return for the investment made. CBI first appeared in St. Kitts & Nevis in 1984 and and successfully increased economic contribution to the country. This success catched the attention of European countries such as Moldova which finally held the same program at the end of 2018 after being approved by the Moldovan Parliament by passing the Law related to CBI. The implementation of the CBI by the Moldovan Government causes issues that have never been considered before, the Moldovans are worried about the existence of the CBI since it can threaten national security and public order, even become a case to commit acts of corruption and money laundering. The European Union as a partner of the Republic of Moldova mentioned that the CBI is a real threat that can cause new trouble for Moldova if the program is continued like a terrorist. Moldova's securitization of the Citizenship by Investment Program studied by the author is a research that was initially not a serious problem so that the presence of criticism and concerns of the Moldovan people about the program so that the Moldovan government considers that the issue must be securitized. The method used in the research is Descriptive Qualitative. The theory used to help complete the research is the Copenhagen School Securitization theory by Barry Buzan, Wilde and Waever. This theory focuses on the process of an issue becoming a serious problem or vice versa. An issue that will be securitized must meet 3 indicators, namely, Securitizing Actor, Acceptance by Audience, and Extraordinary Measure. Based on this theory, the Moldovan government is a securitizing actor that has the power to solve the problem. The Moldovan government eventually conducted a moratorium and revoked the Law on Foreign Investment Number 107/2018 related to the Citizenship by Investment Program.
