Abstract
This study aims to examine Kenya's compliance with international standards set by the Financial Action Task Force (FATF) in preventing global money laundering (AML) issues. Money laundering is an illegal conversion process involving multiple parties and becoming increasingly complex as the global financial system evolves. Money laundering falls under the category of money laundering crimes that need to be addressed collectively. This study employs a qualitative approach by analyzing applicable regulations in Kenya, FATF mutual evaluation assessment reports, and related literature. The study utilizes Robert B. Mitchell's regime compliance concept, which assesses a country's compliance with an international regime through three dimensions: Output, Outcome, and Impact. The Output dimension encompasses concrete actions taken by a country to comply with regime rules. Meanwhile, the Outcome dimension refers to the concrete results achieved from such actions, such as changes in a country's policies or practices, and Impact assesses the long-term impact of compliance on the overall goals and sustainability of the relevant international regime. The research findings are expected to provide a comprehensive overview of the strengths and weaknesses of Kenya's anti-money laundering system, as well as offer recommendations for future improvements.
