Abstract

Natural disasters become an unavoidable event. On February 6, 2023, a magnitude 7.7 quake rocked Turkey. As friends of Indonesia sends humanitarian aid. The study will review Indonesia’s humanitarian aid to Turkey, using the soft power theory by Joseph nye as the principal tool of research, focusing on three key components of culture, political values and outside policy, Viewed through disaster diplomacy concepts by ilan kelman and using David callaway’s disaster management cycle, this will see how diplomacy measures in the target area disaster issue of disaster diplomacy are made through four stages of mitigation, planning, response, and recovery. By using qualitative research methods and using literature study data collection techniques and documentation studies, it shows that the results of this research look at how disaster diplomacy is an effort to achieve Indonesia’s soft power which is reflected in several stages, namely first, Indonesia’s cooperation with Turkey after seeing the similarities in disaster risk threats, secondly by deploying a research team related to disaster risk, thirdly diplomatic visits, and fourthly by expanding cooperative interactions, such as opening up opportunities for economic cooperation and building trust in trade and investment relations. Through this assistance, Indonesia is able to improve its good image as a country that has a high sense of caring, and is considered a country with a high sense of solidarity.
