Abstract
This research is motivated by the Government of the Republic of Indonesia making risk-based regulations for business licensing services. An innovation through an integrated electronic system with a risk-based approach, namely the Online Single Submission Risk Based Approach. This system also functions for the supervision process of business licensing. This research aims to see how the implementation of supervision through the OSS RBA System and the factors that influence risk-based licensing supervision in Palembang City. The theory used is the theory of the implementation of low risk supervision of micro businesses with a risk management approach according to Sophie Flemigh. This research uses a qualitative approach with a documentation study method. The data collection techniques used include interviews, observation, and documentation. The results of this study found that licensing supervision has been carried out in accordance with existing regulations. In the low risk identification approach, identification of business actor data has been carried out through the OSS RBA system and conducting coordination meetings with the technical team to adjust the identification data. In the low-risk evaluation approach, there are influential factors, namely policies to determine supervision priorities for low-risk micro businesses and there is no technical guidance from the Ministry of Investment and BKPM regarding supervision priorities. In the planning approach, an influential factor is that there is no policy from the BKPM/Investment ministry on the number of low-risk targets of supervised micro businesses. In the supervision implementation approach, influential factors are insufficient official vehicle facilities and the stages in supervision there is no policy related to the number of low-risk micro businesses supervised. In the follow-up approach, an influential factor is that there is no policy regarding the number of low-risk realisations of supervised microbusinesses. Suggestions for the central government and local governments to hold meetings with business actors regarding the evaluation of the rba oss system which is considered to need to be adjusted to regional conditions in Indonesia.
