Abstract

The European Union is known as a country with the strictest food safety standards in the world. Moreover, after the introduction of the European Green Deal Strategy. The European Commission changed regulation No. 396/2005 concerning the maximum residue limit (MRL) for the pesticide Chlorphyrifos and Chlorphyrifos-methyl in coffee beans from the original 0.05 mg/kg to 0.01 mg/kg. The reduction in the maximum residue limit (MRL) is an obstacle for Indonesian coffee exports to enter the European Union market because only a few Indonesian coffee quality standards can reach the new standards of the European Union. This study uses the Multi-track diplomacy theory in analyzing Indonesia's coffee export strategy in dealing with the European Union's Maximum Residue Limit (MRL) policy. This research is a qualitative of research. Data collection method of this research is library research such as journals, websites. annual report documents from organizations, and other official sources. The results of this research show that in facing the new MRL policy of European Union, the Indonesian government use diplomacy as a negotiating tool to reduce trade barriers to coffee exports.
