Abstract

Advancements in information technology have driven digital transformation in governance. Bappeda Litbang Kota Palembang implemented the Monitoring and Evaluation Information System (SIMonEv) to support regional development planning and evaluation. However, the system is considered outdated and ineffective, requiring redesign. This study redesigned the user interface (UI) and user experience (UX) of SIMonEv using the design thinking approach, encompassing empathize, define, ideate, prototype, and test phases. Usability testing with the USE Questionnaire was conducted to assess user comfort, ease of use, and satisfaction. The findings indicate that the design thinking method effectively addresses user needs, improves design relevance, and enhances system usability. This study provides recommendations for developing similar information systems to support efficiency and improve public service quality.
