Abstract

The background of this study is the lack of understanding from the bureaucrats on the Standard Operating Procedure for implementing PATENT services, the lack of education on PATENT services, and the lack of facilities and infrastructures that have not been met in accordance with Minister of Home Affairs Regulation No. 4 of 2010. This study aims to find out how PATENT Implementation in Ilir Barat II Palembang district, especially in licensing. This study was a descriptive research, using a qualitative research method and data collection techniques conducted through observation, interviews and documentation. This study used the Ripley and Franklin theory. The results of the study showed that the implementation of the Integrated Administrative Services policy at in Ilir Barat II Palembang district in the Licensing Sector had not fully run optimally. Based on data and information obtained, Ilir Barat II District as the executor of PATENT there were still administrative requirements that have not been fulfilled. It can be seen directly in the field where there were obstacles faced such as poor facilities and infrastructure and non-civil servant technical implementers. It is suggested to improve facilities and infrastructure and deploy civil servants as technical implementer.
