Abstract
Indonesia recently ratified an extradition treaty with Singapore after a lengthy process dating back to 1970, finally reaching a resolution in 2022. This research aims to examine Indonesia’s extensive diplomatic efforts with Singapore, analyzed through Robert D. Putnam's Two-Level Games theory. This theory includes two stages: Level 1, known as Bargaining or the International Arena, and Level 2, the Domestic Discussion or Domestic Arena, to understand the negotiation process between both parties before reverting to domestic governments for ratification. A qualitative method is applied, with data collected through literature studies. This paper explains Indonesia's diplomatic efforts and the challenges encountered in negotiations with Singapore, which ultimately created an opportunity for Singapore to leverage its Win-Set by including the Defence Cooperation Agreement (DCA) as a prerequisite for the ratification phase. Additionally, it elaborates on the complexities Indonesia faced within its domestic government in ratifying the extradition treaty and the DCA. The lengthy diplomatic process between Indonesia and Singapore has produced positive outcomes, culminating in the ratification of three agreements (the Defence Cooperation Agreement, Extradition Treaty, and Flight Information Region), which aim to strengthen bilateral cooperation between the two countries.
