Abstract

This study aims to determine the implementation of the counselling programme on the prevention of drug abuse in the Youth and Sports Office of South Sumatra Province. This research is motivated by the problem of drug abuse in Indonesian society, including South Sumatra Province. Drug users are initially interested in trying because many offers come and lead to drug abuse in various circles, including youth people. This research uses a qualitative method. The research technique was conducted with in-depth interviews, observation, and documentation. This research uses Edward III's theory. In this theory, it is said that there are four crisis factors that affect the success of implementation, namely communication, resources, disposition, and bureaucratic structure. The results of this study show that there are shortcomings in several aspects of programme implementation. In the resource aspect, there are inadequate facilities because the Youth and Sports Office of South Sumatra Province does not have a large hall. On the bureaucratic structure aspect, there are inadequate SOPs because there are no derivative guidelines used by the Youth and Sports Office of South Sumatra Province regarding this programme. There are two supporting factors that supported the implementation of this programme, namely competent resource persons and interactive participants. There is one inhibiting factor that hinders the implementation of this programme, namely the budget that is not maximised. The results of the study suggest that the Youth and Sports Office of South Sumatra Province can maximise facilities, especially hall facilities. The results of the study also suggest that the Youth and Sports Office of South Sumatra Province has regional level regulations in running the programme.
