Abstract

This study was conducted to analyze the implementation of Regional Regulation Number 19 of 2014 concerning Youth at the Youth and Sports Office of South Sumatra Province, considering the importance of the strategic role of youth in national development. However, there is a research gap in exploring the challenges of implementing youth policies holistically, especially at the regional level, which include the less than optimal involvement of youth as agents of change and structural obstacles in policy implementation. The main problem in this study is how the implementation of the policy is carried out and the inhibiting and supporting factors. The purpose of the study was to determine the implementation of the policy and identify the factors that influence its implementation. This study uses a qualitative descriptive approach and utilizes Ripley and Franklin's hybrid policy implementation theory, which combines top-down and bottom-up approaches. The results of the study indicate that although there has been an increase in several indicators of youth development, such as participation and leadership, there are still significant obstacles, such as budget constraints, weak cross-sector coordination, and lack of youth participation in policy planning. In conclusion, the successful implementation of youth policies requires synergy between the government and the community, increased resource capacity, and strengthened youth participation to create more relevant and effective policies.
