Abstract

The aim of this study is to examine the implementation of the Student Coaching and Training Center Program at the Youth and Sports Office of South Sumatra Province (Case Study on the Weightlifting Sport).This research is motivated by the lack of human resources at the Youth and Sports Office of South Sumatra Province, the budget allocation that is not maximized yet, and the absence of regional-level regulations governing the PPLP (Student Coaching and Training Center) program. The theory used in this study is the implementation theory proposed by George C. Edward III, which suggests that the success of public policy implementation is influenced by four factors, namely: communication, resources, disposition, and bureaucratic structure. This study employs a qualitative research method. Data collection was carried out through structured interviews, observation, and documentation. The findings of this study indicate the implementation of the Student Coaching and Training Center Program at the Youth and Sports Office of South Sumatra Province (Case Study on the Weightlifting Sport). In the implementation of the program, there are shortcomings in the resource aspect, particularly in the sub-aspects of staffs and facilities. The number of staff is insufficient, and the facilities for athletes are still inadequate. In terms of bureaucratic structure, there is no regional-level regulation on the PPLP program. Furthermore, two significant obstacles have affected the implementation of the PPLP program: the training location for athletes and the underutilization of the budget. The study recommends that the Youth and Sports Office of South Sumatra Province should optimize the facilities for weightlifting athletes, especially training equipment. Additionally, it is recommended that the Youth and Sports Office of South Sumatra Province establish regional regulations for the implementation of the PPLP program.
