Abstract

This research aimed to analyze the driving factors of behavior and policy characteristics affecting the intention to use and the use of e-procurement on the performance of UKPBJ in Ogan Ilir Regency, by utilizing the UTAUT framework, integrated with mixed policy characteristic assessment and the UKPBJ performance variable. A quantitative approach and survey method were employed to collect data from 146 respondents (PPK, PP, Election Working Group, LPSE Teams, and Providers), and analyzed using SEM-PLS. The results indicate that performance expectancy, social influence, and perceptions of policy characteristics (consistency, credibility, comprehensiveness, and coherence) significantly affect the intention to use e-procurement. The intention and facilitating conditions significantly influence its use. The intention also mediates the relationship between performance expectancy and perceptions of policy characteristics (comprehensiveness and coherence) with e-procurement use. Effort expectancy is insignificant because users have become accustomed to the system. The use of e-procurement significantly enhances UKPBJ’s performance. However, barriers were identified, including technical issues, inadequate facilities, and weak policies. To optimize e-procurement, improvements in infrastructure, adequate facilities, and the implementation of strict policies with sanctions and incentives are crucial. These measures will enhance UKPBJ performance, supporting effective, efficient, transparent, fair, and accountable public procurement in Ogan Ilir Regency.
