Abstract

This study aims to analyse how the implementation process of the performance appraisal policy of Civil Servants in the Office of Cooperatives and Small and Medium Enterprises of Palembang City and analyse the factors that influence the implementation of the performance appraisal policy of Civil Servants in the Office of Cooperatives and Small and Medium Enterprises of Palembang City by using descriptive qualitative research design. The data sources used are primary data and secondary data. Data collection techniques were conducted using in-depth interviews, observation and documentation. The informants in this study were civil servants at the Palembang City Office of Cooperatives and Small and Medium Enterprises consisting of structural officials, functional officials and staff/implementers. The results showed that the implementation of the performance appraisal policy of civil servants at the Palembang City Office of Cooperatives and Small and Medium Enterprises has not been running properly. The results of the analysis show that performance appraisals have not been carried out by direct supervisors and are not timely and are influenced by experience in implementing previous policies, namely the list of job performance appraisals or DP3. the leadership of the target group and the implementing organisation that does not have a high commitment and has not been firm in implementing the performance appraisal of civil servants properly and the lack of optimal supervision carried out and the inherent values that apply to civil servants, namely a sense of kinship and help among them. Therefore, it is necessary to study the mechanism for implementing performance appraisal of civil servants that is easier and more effective.
