Abstract
Indonesia's tourism sector is famous for its natural beauty and diversity. This can be utilized as an attraction to attract foreign tourists from various countries, especially foreign tourists from Japan. The arrival of the Covid-19 pandemic in Indonesia has decreased Japanese tourists. In this regard, this thesis was written to determine Indonesia's efforts to increase foreign tourist visits from Japan during the pandemic by using the role of various Indonesian tourism stakeholders during the pandemic. This thesis also uses the concept of multi-track diplomacy by L. Diamond and J.W. McDonald. This thesis is written with qualitative data and written in descriptive form. This thesis shows that from the results obtained, various efforts were made through five tracks/paths in the MTD concept, namely on the Government track; Travel Bubble travel scheme. On the non-government track; program from the Asia Kakehashi Project, Indonesia-Japan Tourism and Culture Webinar Series. Business track; collaborative Garuda Indonesia and Japan Airlines. Citizen track; the presence of Indonesian Vloggers/Influencers promoting Indonesian destinations to Japanese audiences. and media track; social media activation by the Indonesian Embassy in Singapore to cover Indonesian tourism, and the Ministry of Tourism and Creative Economy held a Virtual Tour of Indonesia “Wonderful Indonesia”.
