Abstract
SITARI is designed to enhance transparency and accountability in the reporting of State-Owned Assets (BMN) at Sriwijaya University. However, this system still faces several challenges, such as limited features for recording fixed assets, lack of detailed data updates, and low awareness of human resources in managing BMN. To support orderly administration, facilitate BMN management efficiently, transparently, and accountably, this study examines the adoption of information technology in the context of e-government, focusing on the SITARI application at Sriwijaya University. This study formulates five main questions: (1) How is the capacity of public organizational systems in the adoption of information technology in the SITARI application at Sriwijaya University? (2) How is information technology adoption in the use of the SITARI application? (3) What factors determine the adoption of information technology in the use of the SITARI application? (4) How is the transparency and accountability of BMN asset reporting based on public organizational systems? (5) What is the information technology adoption model based on public organizational systems in the use of the SITARI application to achieve transparency and accountability in asset reporting? These five questions will be answered through the integration of the Public Organizational Systems Theory (Mele et al., 2010) and the Technology Organization Environment (TOE) framework (Tornatzky & Fleischer, 1990), as well as the concepts of Transparency (Krina, 2003) and Accountability (Kumorotomo, 2005). This study employs a qualitative descriptive approach. Primary data is obtained through in-depth interviews with 32 key informants and is enriched with comprehensive document and literature analysis. Data analysis adopts the interactive approach of Miles and Huberman (2014), with research validity reinforced through tests of credibility, transferability, dependability, and confirmability. This study produces an information technology adoption model that integrates five main dimensions: Human Resources, Systems and Technology, Organization, Transparency and Accountability, and Knowledge Management. This model can serve as a theoretical framework that enriches the understanding of e-government in public asset management and provides practical recommendations for sustainable policy and SITARI application development. This model can also serve as a reference for other public institutions in effectively adopting information technology, particularly in the context of transparent and accountable state asset reporting.
