Abstract

The SEMESTA application is one of the digital innovations implemented by the Ogan Ilir Regency Government. This study aims to analyze the SEMESTA application policy implementation process using Michael Howlett's Multiple Streams/Critical Juncture theory, which includes four policy streams: problem, policy, political, and program streams. In the program stream, for a more in-depth analysis, researchers used 12 indicators from Apleni and Smuts. The research method used is descriptive qualitative with in-depth interview techniques, observation, and documentation studies. The results showed that the implementation process of e-government policy through the SEMESTA application was still not optimal. Based on the analysis, the problem flow and political flow appear to be the drivers for the implementation of this policy, while when viewed from the policy flow and program flow, the implementation of the SEMESTA application policy faces several obstacles, such as limited funding, the absence of specific regulations governing the SEMESTA application, the low level of awareness and technological capabilities of users, as well as network infrastructure and data security issues. Nevertheless, there is strong support from top management and stakeholder involvement which are supporting factors in the implementation of this application. Therefore, it is recommended to increase budget allocation, strengthen the legal framework, train users, and develop infrastructure and features of the SEMESTA application.
