Abstract

This thesis discusses Germany's policy towards Russia in 2022, where Germany decided to stop Nord Stream 2, which succeeded in making political relations between Germany and Russia more heated and threatening gas supplies in the European Union region. The purpose of this research is to analyze the interests that Germany seeks to achieve through the decertification of the Nord Stream 2 Project on February 22, 2022, just 2 days before Russia's military operation into Ukraine. The natural gas pipeline project is a form of German-Russian cooperation in Energy Cooperation that is very important for Germany. De-certifying the Nord Stream 2 Project was not the only foreign policy left for Germany to achieve its national goals. However, Germany decided to decertify the Nord Stream 2 Project with various losses that Germany received. This research uses the Rational Actor Model approach proposed by Graham T. Allison, with 4 indicators used, namely, National Actor, The Problem, Static Selection, and Action as Rational Choice and with descriptive qualitative research methods by collecting and analyzing various literature with secondary data types consisting of official news websites, journal articles, books, documents and images that have been published in intermediary media related to this research. The author finds the results of this study, that the reason Germany continues to stop the certification of the Nord Stream 2 Project even though it has various disadvantages is because this option is the most optimal and rational (value-maximizing) policy alternative in achieving Germany's national goals, by taking into account and making many considerations. The author also found that the benefits of de-certifying the Nord Stream 2 Project have exceeded the losses that Germany received when compared to other policy alternatives.
