Abstract

The contact rate indicator is one of the indicators in Performance-Based Capitation which is used to determine the level of accessibility and utilization of services at Primary Health Care by National Health Insurance participants. Social Security Agency data shows the achievement of the contact rate indicator at dr. Sunedi Primary Clinic was 43.96‰ in April, 36.36‰ in May and 57.55‰ in June 2024 from the national target of ≥ 150‰. The purpose of this study was to analyze the achievement of contact rate indicators in Performance-Based Capitation at dr. Sunedi Primary Clinic Palembang City. This study used a qualitative method with data collection through in-depth interviews with six informants, observation and document review. The results showed that the target of contact rate indicator at dr. Sunedi Primary Clinic has not been achieved due to the lack of patients who make healthy visits because patients feel they do not need health services, the home visit program is no longer active due to the absence of patients and there has been no effort to record patients who will be used as new targets, the lack of budget owned by the clinic, lack of promotion and competition in the external scope. The conclusion of this research is that the clinic has carried out sick visits such as examination and treatment, healthy visits have not been running actively such as home visits and SMS Reminders that have not been implemented, with the Performance-Based Capitation policy the clinic is motivated to provide even better services. Suggestions for the clinic are to optimize several programs, understand administratively about Performance-Based Capitation, especially contact numbers, and make a Decree regarding the division of duties and responsibilities of health workers.
