Abstract

This research was titled The Formulations of Regulation Area of Palembang City No 4 in 2017 about Management of Zakat in Palembang City. The background of this research is a long time delay in the inauguration of the local regulations on the Management of Zakat in Palembang City, and there are still many people who do not understand the importance of the collection of zakat in alleviating poverty for the welfare of the people. The process of formulating these regulations implemented in Palembang City Council building and a series of activities such as the review and assessment of the policy proposals of the local government to set up as regional regulation through the political-administrative process. This process greatly influences in determining the quality of the policy or local regulations are produced. The purpose of this study to find out how the process of formulating the Regulations Area of Zakat Management in Palembang. This study uses qualitative research with descriptive form. The data collection technique used was the key informant interviews, observation, and literature by using systems theory that input-proscess-output.The first dimension is the input has indicators of academic papers and draft, the second dimension is through the three stages of the process of planning, discussion, and determination, as well as the last dimension is the result of the analysis. Based on policy formulation activities that have been carried out it can be concluded that the formulation of policies Regional Regulation No. 4 of 2017 has not done well because there is still time lag in the implementation of the meeting. The results of this analysis suggest that the parliament more attention when determining the schedule so that the implementation is not slow and often delayed.
