Abstract

The Yemeni Civil War was worsened by the intervention of Saudi Arabia and its coalition consisting of Bahrain, Kuwait, Morocco, Egypt, Senegal, Sudan, United Arab Emirates, Jordan and Qatar. This intervention was carried out at the request of President Abd Rabbuh Mansur Hadi who asked Arab countries to intervene in the name of humanity to stabilize the situation in Yemen. However, the intervention by the Arab countries created the worst humanitarian crisis in the world. Therefore, this study aims to explain the dynamics of the failure of Operation Restoring Hope carried out by Saudi Arabia and its coalition using the concept of humanitarian intervention, using qualitative methods and secondary data. The results of this study show that the failure of Operation Restoring Hope is seen from 3 (three) factors, namely the high number of victims in the conflict, including casualties, injured victims, and displaced victims. These high casualties were caused by attacks carried out by the Saudi coalition against the Houthi group. Then seen from the stability in the country of Yemen which has decreased which is influenced by two factors, namely the ineffectiveness of the Resolution issued by the UN, as well as the existence of national interests owned by intervening countries such as Saudi Arabia which helped prolong the achievement of conflict resolution in Yemen. The last factor is the inequitable distribution of humanitarian aid, including food, shelter, clothing, and medical assistance, which has an impact on the humanitarian crisis in Yemen. Meanwhile, the military assistance provided by the Saudi coalition in an effort to fight the Houthi rebels has actually worsened the humanitarian crisis in Yemen, due to the breadth of the coalition's attacks.
