Abstract

The MENTARI program is a bilateral initiative between Indonesia and the UK that aims to promote low-carbon energy transition and integrate gender mainstreaming principles in the energy sector. This research analyzes how multi-stakeholder partnership cooperation in the MENTARI program can support gender mainstreaming in the renewable energy sector. Using a descriptive qualitative approach, this research examines the application of Multi-Stakeholder Partnership (MSP) theory in the MENTARI Program through four main stages: initiation, adaptive planning, collaborative action, and reflective monitoring. The results show that multi-stakeholder cooperation in this program has succeeded in encouraging women's participation in the renewable energy sector through technical training, inclusive policy making, and strengthening the capacity of local communities. Despite challenges such as structural barriers and patriarchal culture, the MENTARI Program has been able to implement more gender-responsive policies through synergies between the government, private sector, and civil society organizations. This research confirms that the multi-stakeholder partnership in the MENTARI Program can be an effective model in integrating gender mainstreaming in renewable energy policies, thus contributing to the achievement of more inclusive and sustainable development.
