Abstract
Before the implementation of the Regional Government Information System (SIPD), data management for development at the Regional Development Planning Agency (Bappeda) of Ogan Ilir Regency was conducted manually and separately across Regional Government Organizations (OPD). This management approach resulted in delays in data collection, low accuracy of information, and limited transparency in regional development planning. Additionally, the data management process, which relied on cross-OPD coordination, often led to delays in data collection. The implementation of SIPD aims to achieve more accurate, centralized, and integrated management of development data. This study aims to analyze the implementation of SIPD policy at Bappeda of Ogan Ilir Regency and identify the supporting and inhibiting factors in its implementation. This study uses a descriptive qualitative method with the Ripley & Franklin framework as the basis for analysis. Data were collected through direct observation, in-depth interviews with key informants, and document review. The research focuses on three main dimensions, namely compliance, smoothness of routine functions, and the realization of desired performance. The results show that the implementation of SIPD policy at Bappeda of Ogan Ilir Regency has been initiated but is not yet fully optimal. In terms of compliance, it was found that employees still face difficulties in complying with the technical procedures of SIPD due to the lack of technical guidance from the central government and system changes implemented without sufficient socialization. From the perspective of smoothness of routine functions, data collection and input into SIPD often encounter obstacles due to system disruptions, limited data support from OPD, and unstable internet network connections. Regarding the realization of desired performance, SIPD has provided benefits in terms of more integrated development data management. However, the optimization of performance has not been achieved due to technical issues and limited infrastructure. The supporting factors for SIPD implementation include the central government's policy mandating the use of SIPD, as well as internal support from Bappeda to optimize the system. On the other hand, the inhibiting factors include the limited capacity of human resources (HR), inadequate infrastructure, ineffective vertical coordination, and insufficient technical guidance from the central government. Therefore, it is recommended that Bappeda of Ogan Ilir Regency strengthen human resource capacity through technical training, improve technological infrastructure, and enhance coordination with the central government. These measures are expected to accelerate the optimization of SIPD implementation and support more effective, efficient, and accountable regional development planning.
