Abstract

This study aims to analyze the implementation of the Regional Government's policy in Ogan Ilir Regency regarding forest and land fire (karhutla) disaster management, focusing on two dimensions of policy analysis proposed by Merilee S. Grindle: the content dimension and the implementation environment dimension. This research is motivated by the urgency of managing forest and land fires, which pose a serious threat to ecosystems, air quality, and public health in Ogan Ilir Regency. The research questions include: to what extent is the regional government’s policy implemented, what factors influence the implementation of the policy, and what challenges are faced in the policy implementation. The research method uses a qualitative approach with in-depth interviews and observations of policy implementers at various government levels, from the regency level to sub-districts and villages. The informants in this study include officials from the BPBD (Regional Disaster Management Agency), the military (TNI), police (Polri), sub-district heads, village heads, and the community involved directly in managing forest and land fires. The results show that the implementation of the forest and land fire management policy in Ogan Ilir Regency can be categorized as reasonably good, although there are still several challenges. In terms of the policy content dimension (as per Grindle's theory), the policy has had a positive impact on reducing fire risks and protecting ecosystems. BPBD plays a critical role as the main coordinator of the policy, while the task forces at the sub-district and village levels carry out technical tasks. However, there are challenges in the field, particularly in coordinating between institutions with differing capacities and structures. In the implementation environment dimension, the factors of power and institutional characteristics greatly influence the success of the policy's implementation. The influence of the Ogan Ilir Regency Government’s power, through the emergency status granted, as well as coordination between BPBD, TNI, Polri, and the community, plays a vital role in determining the policy’s effectiveness. However, the main challenge arises in resource management, especially at the village level, and issues regarding public compliance and awareness in adhering to fire protocols. This study suggests strengthening village resources, improving information technology capacity, and fostering closer coordination between institutions and the community to enhance the future effectiveness of forest and land fire management policies. Additionally, it is essential to reinforce public compliance and awareness in policy implementation on the ground.
