Abstract
The working abroad program is one of the solutions made by the Indonesian government to overcome unemployment in the country, and working abroad is also the last choice for Indonesian citizens who have economic backwardness. There are five countries of placement, or the highest destination countries, that have collaborated with Indonesia in sending PMI, Malaysia, Hong Kong, Japan, Taiwan, and South Korea. However, recently there has been a case of human trafficking in Cambodia even though this country is not a destination country for sending Indonesian workers. This study examines the rescue strategy carried out by the Indonesian government in handling victims of human trafficking PMI from South Sumatra in Cambodia. Using the concept of Duty Of Care as a theoretical basis, this study analyzes the implementation of three DOC protection models: Social Contract Of Care, Intermediaries Of Care, and Extensions Of Care. In this study using interviews and literature studies, the results of this study indicate that while diplomatic relations through the Social Contract of Care have been successfully built with the establishment of the Indonesian embassy representative office in Phnom Penh and the cooperation between local government agencies of Ogan Ilir and BP3MI South Sumatera, who also helped in handling victims of TPPO. Intermediaries of Care has been quite optimal because of the role of private institutions involved, and Extensions of Care has not run optimally.
