Abstract

Drug-resistant tuberculosis (DR-TB) is a serious challenge in TB control in Indonesia. In South Sumatra Province, in 2023 Palembang City recorded the highest number of DR-TB cases with 96 cases and a treatment success rate of only 58.97%. Based on Presidential Regulation No. 67 of 2021, communities play an important role in TB control. This study evaluates the DR-TB patient assistance program at the Healthy Sriwijaya Community using the William Dunn evaluation model. This research uses descriptive qualitative methods. Data were collected through in-depth interviews, observations, and document studies. The research informants consisted of the head of the P2P division of the Health Office, community program PJ, DR-TB case manager, patient assistance personnel, and DR-TB patients who were assisted by the community. The results showed high program effectiveness with contact investigation coverage and mentoring reaching 100%, as well as a decrease in the loss to follow up rate to 2.83%. In terms of efficiency, human resources, funds, and infrastructure are running well, while distance is still an obstacle in optimizing time. Service adequacy has reached remote areas, but geographical barriers remain. Equity of access has been evenly distributed, but there are still gaps for monoresistant patients. Program responsiveness is good, but coordination with the health office needs to be improved. In terms of accuracy, the ability to implement the program has improved. Suggestions in this study are to optimize coordination with the Health Office, improve access to health services for DR-TB patients living in remote areas by ensuring referral systems and patient transportation,and develop community-based education involving TB survivors to prevent negative stigma from the community.
