Abstract
ABSTRACT The government of Indonesia had a lot of concerning to women empowerment. Various programmed was to do, and special policy take care of about women. The problems were so complex; the program not yet gets maximum women empowerment. In autonomy era, structure government is change. Now, in province and municipality, have a bureau and section of women. Cause, the bureau and the section of women were few years so the result of women empowerment not yet seen. But, this first step is good to take struggle gender budget competing with the other programmed that establish. The women empowerment program can work only if budget is support. But, because of the manpower competency at that bureau and section and also at program and budget planning team both as executive and legislative, still lag of gender awareness, have made gender mainstreaming in public policy can?t be implemented.
