Abstract
Abstract Public Policy that isn?t decided aware to women?s need s and neither is the program , can make the program which was implemented to achieve women prosperity failed for improving women role to aim their family health and welfare (P2WKSS) for instance, had been implemented over ten years, in fact, was not impact to women life better. Likewise Family Planning Program (Program KB), had been targeted just for women, whereas men role, deciding how many child and how qualified they life, wasn?t a little bit role. These facts were indicated that women are only become the object of development policy and haven?t become subject of development policy yet.
