Abstract

This study aims to describe the management strategies of the Waste Bank program in Lorok Village, Ogan Ilir Regency, and to identify the challenges faced during implementation. The research adopts a qualitative case study approach, involving direct observation and in-depth interviews with stakeholders, including managers and community members. The analysis is grounded in Talcott Parsons' AGIL framework, which helps to understand the role of social elements in sustaining the program. Findings indicate that the management strategy focuses on waste sorting, community education, and incentives from the village government to enhance community participation. Despite these efforts, several obstacles remain, including low community engagement, insufficient supporting infrastructure, and limited understanding of the economic benefits of the program. Cultural factors and limited collaboration with private sectors and other institutions also hinder success. The AGIL framework analysis highlights the importance of balancing functions of adaptation, goal attainment, integration, and latency to ensure the system’s sustainability and development. The study emphasizes that the continuity of the program heavily relies on increased socialization, ongoing education, infrastructure development, and effective partnerships. A comprehensive strategy is required to address these barriers, enabling the program to operate optimally, generate positive environmental impacts, and improve community welfare. In conclusion, the success of the Waste Bank in Lorok Village depends on the commitment of all stakeholders, innovative strategies, and sustained support through regulation and education to foster a mass and sustainable change in waste management culture.
