Abstract
Urban population growth has led to increased motorized vehicle usage without proportional road infrastructure development, resulting in severe traffic congestion. One solution is to shift part of the transport burden to river-based modes. Palembang has high potential for river transportation, but public interest remains stagnant or declining. To address this, a new city development scenario is proposed in Semuntul, where river transport would serve as the main mode. This concept offers advantages such as lower land prices, adequate planned facilities, and competitive fares. The analysis revealed that the ideal fare for river transportation is IDR 690 per kilometer, or IDR 15,180 for the total route distance of 22 kilometers between Semuntul and the 16 Ilir terminal in Palembang, with an estimated interest level of 40–41%. Meanwhile, data from the Ministry of Transportation indicates that the operational fare currently in place is IDR 16,000. Therefore, in order to implement this plan effectively, a government subsidy of approximately IDR 1,000 per trip is required to cover the discrepancy between the ideal fare and the operational cost.
