Abstract

Institutional strengthening plays a crucial role in leveraging technological transformation to enhance the effectiveness of employee education and training within the government sector, including at the Regional Human Resources Development Agency (BPSDMD) of South Sumatra Province. This study aims to analyze the institutional strengthening efforts undertaken by BPSDMD in utilizing technological transformation, based on the three dimensions outlined in the United Nations Development Programme (UNDP) framework: human resources, physical capital, and technology. A qualitative approach with a descriptive method was employed in this research. Data were collected through in-depth interviews with informants at BPSDMD South Sumatra Province, supported by documentation and observation. The findings reveal that the utilization of technological transformation for employee education and training still requires significant reinforcement. In the human resources dimension, the competence in technology usage is not yet evenly distributed; younger employees tend to adapt more readily, while senior employees still encounter difficulties, indicating the need for continuous training and stronger organizational support. In the physical capital dimension, the availability of technological equipment and supporting infrastructure, such as internet connectivity and training facilities, remains limited in terms of both quantity and quality. In the technology dimension, management information systems and digital learning platforms (LMS) have begun to be implemented; however, their utilization has not yet reached optimal levels, as the systems are not fully tailored to the training needs and still face several technical challenges. The study concludes that although BPSDMD has initiated steps towards the utilization of technology, further institutional strengthening is necessary through enhancing employee competencies, upgrading physical infrastructure, and optimizing technological systems to more effectively and sustainably support employee education and training.
