Abstract

Marine plastic pollution is an environmental issue that increasingly threatens the sustainability of global marine ecosystems. One important effort to address this challenge is through international diplomacy and multilateral cooperation, as demonstrated by Japan at the 2019 G20 Osaka Summit. This research aims to analyze Japan's diplomatic strategy in addressing marine plastic pollution, highlighting the Osaka Blue Ocean Vision and the implementation of G20-IFAM (G20 Implementation Framework for Actions on Marine Plastic Litter). The research uses International Environmental Politics Theory with qualitative methods and secondary data. Results show that Japan's diplomacy at the 2019 G20 Summit successfully built global agreements focusing on reducing marine plastic waste through circular economy approaches and environmentally friendly technology development. Japan also supported developing countries through technical and financial assistance to strengthen their waste management capacity. Although significant progress, major challenges remain in addressing capacity inequalities between countries and the need for stronger international cooperation. This research concludes that Japan's efforts at the G20 Osaka Summit represent an important step in marine plastic waste management, which should be continued through further cooperation between developed and developing countries.
