Abstract

The implementation of regional government by providing fiscal decentralization authority in regulating and managing regional original income provides an illustration that regional fiscal independence has answered doubts about achieving an increase in community welfare when the regional government structure was handed over. Using the Ordinary Least Square method, panel data for the period 2010 - 2024 provides an illustration that community welfare can be measured by the indicator of increasing real GRDP per capita which has a significant positive relationship with increasing local original income with a coefficient of 0.258, transfer funds to regions as well as village funds with a coefficient of 0.046, human development index with a coefficient of 0.070 and regional investment with a coefficient of 0.006. However, challenges to increasing real GRDP growth per capita come from variable interest rates which has a significant negative relationship of 0.202 and unequal income which has a significant negative relationship of 0.011 inequality in population distribution which have a negative impact on growth. The results of the intercept model, assuming constant independent variables without performance, show that the real GRDP per capita value is the largest in East Kalimantan Province amounting to 4.566 rupiahs and the lowest in West Java Province amounting to 2.985 rupiahs. It is important for regional governments to adopt policies regarding fiscal incentives that encourage regional income and investment growth, including investment to improve human resources. Regional governments also need to collaborate with central banking authorities by controlling interest rates from the monetary side to maintain balanced growth.
