Abstract

This study examines the impact of the Special Placement Program to Taiwan (SP2T) on the protection of Indonesian Migrant Workers (PMI) in Taiwan by employing a human security approach, focusing on the dimensions of personal security and health security. The background of this research is driven by the high number of complaints from PMI resulting from placement practices under the Private-to-Private (P to P) scheme, which are prone to exploitation and human rights violations. This study utilizes a qualitative descriptive method, with data collected through literature review, documentary, and secondary data analysis from official reports issued by BP2MI, KDEI, and Taiwan's Ministry of Labor. The findings reveal that SP2T has succeeded in reducing brokerage and overcharging practices through the implementation of a zero-cost placement scheme and has strengthened the legal standing of PMI in Taiwan by providing legal work contracts and access to formal complaint mechanisms. However, the program still faces challenges in terms of sectoral coverage, as it has not yet extended to the domestic sector—the most vulnerable sector—and there are ongoing issues regarding the implementation of health protection and full access to justice. This research recommends the expansion of SP2T’s sectoral scope, harmonization of bilateral policies, and the strengthening of legal protection mechanisms to realize fair and sustainable labor migration governance.
