Abstract

This study discusses the influence of national identity on the formation of India's coercive foreign policy in the form of an economic blockade of Nepal in 2015. This blockade occurred as a form of economic pressure from India on the country of Nepal which when forming a new constitution did not accommodate groups of people who had close Hindu culture, namely the Madhesi Community India's decision to implement the blockade as a form of policy that marks the presence of non-material factors that influence, namely national identity. This study aims to explain how the construction of the Indian political elite through the Hindutva ideology that carries a national identity as a Hindu civilization country under the leadership of Narendra Modi in influencing the economic blockade policy to Nepal in 2015.This study uses the theory of Aspirational Constructivism by Anne Clunan. The view of this theory explains that the political elite in power in a country can form a national identity based on four dimensions of aspiration, namely: national self-image, identity management strategy, behavioral orientation, and historical observations and efficiency of political aspirations. This national research plays a theoretical role in discussions on international relations by stating that invisible factors such as Identity can calculate the formation of a country's foreign policy or actions. The findings in this study indicate that the Indian political elite aspires to a national self-image in forming a national identity that emphasizes aspects of security and protection of Hindu culture. then encourages India to take coercive action against Nepal in response to the shift in Nepal's identity towards a secular republic.
