Abstract

Thrifting atau dikenal dengan membeli pakaian bekas merupakan sebuah fenomena global yang mana telah menyebarluas ke berbagai negara, dimana masyarakat lokal mulai membeli pakaian bekas yang berasal dari luar negeri. Namun, keberadaan fenomena ini dinilai mengancam keberlangsungan industri tekstil dalam negeri, kesehatan masyarakat dan kedaulatan ekonomi dengan Indonesia sebagai objek kajian. Tujuan penelitian ini adalah untuk mengetahui permasalahan impor pakaian bekas dan melihat bagaimana proses sekuritisasi yang dilakukan Indonesia terhadap fenomena thrifting. Penelitian ini menggunakan teori sekuritisasi. Metode penelitian yang digunakan dalam penelitian ini kualitatif deskriptif. Hasil penelitian ini mengungkapkan temuan bahwa isu impor pakaian bekas telah melalui proses sekuritisasi, ditandai dengan narasi ancaman yang dibangun oleh pemerintah dan sejumlah kebijakan pelarangan mengenai impor pakaian bekas. Namun, pelaksanaan tindakan luar biasa (extraordinary measure) masih menghadapi tantangan, seperti masih adanya penolakan dari berbagai pihak, seperti pelaku usaha kecil dan pedagang pasar.
