Abstract

Human development is one of the main indicators in assessing the success of a region's development. The Human Development Index is used to describe the quality of people's lives through aspects of education, health, and income. In an effort to improve the Human Development Index, local governments utilize various funding sources. This study aims to analyze the effect of Revenue Sharing Funds, General Allocation Funds, and Capital Expenditures on the Human Development Index in 10 provinces on the island of Sumatra using annual data for the period 2011-2024. The analytical method used is a panel data regression method with a fixed effect model. The results show that Revenue Sharing Funds, General Allocation Funds, and Capital Expenditures collectively have a significant effect on the Human Development Index in 10 provinces on the island of Sumatra. Partially, Revenue Sharing Funds have a negative effect, while General Allocation Funds and Capital Expenditures have a positive and significant effect on the Human Development Index. These findings emphasize the importance of effective management of fund transfers and capital expenditures in supporting human development at the regional level. This study recommends that local governments improve the quality of budget planning and implementation, particularly in the use of Revenue Sharing Funds, General Allocation Funds, and Capital Expenditures, to encourage growth in the Human Development Index and reduce disparities between provinces on the island of Sumatra.
